Our practice emphasizes comprehensive psychiatric assessment, evidence-based diagnosis, and thoughtful medication management. We work with each adult patient to understand symptoms, medical history, current functioning, and treatment goals so care can be clinically appropriate and individualized.

We're glad you're considering our office. To make your first visit as productive as possible, please review and complete the paperwork below, and bring (or upload to your patient portal) a copy of your insurance card and a photo ID.

    Call to schedule

    Reach our office at 636-695-4554 during business hours. We'll confirm fit, availability, and accepted insurance for your plan. If we are unable to answer, please leave a message so our staff can call you back. We know lives are busy, so please be sure your voicemail has room for a return message.

    Complete paperwork

    Download and fill out the new-patient forms below. Bringing them completed helps us spend your first appointment on what matters — your care.

    Attend your first visit

    All first appointments are completed in person at either our O'Fallon office or our Breese location. At Breese, patients come to the HSHS hospital campus in person and connect with NWPA by telehealth from that site. Please arrive 10–15 minutes early and bring a current medication list and your insurance card.

Telehealth

Care from the comfort of home

Established patients may join their visit through the secure video link provided by their assigned provider. Telehealth visits are available only with provider permission and only when the patient has been seen recently in person. If your provider has not yet shared a link with you, please call the office before your appointment.

Victoria provides evidence-based psychiatric care for adults, with attention to each patient’s history, symptoms, strengths, and treatment goals.

Victoria is a Psychiatric Mental Health Nurse Practitioner with a strong personal and professional commitment to psychiatric care. Her work is grounded in addressing the diverse mental health challenges that affect adults, families, and communities.

She has experience supporting clients with depression, anxiety, bipolar disorder, PTSD, schizophrenia, and substance use disorders. Victoria focuses on building a therapeutic relationship rooted in trust, empathy, and respect.

Dr. Scott Arbaugh

MD — Psychiatrist

Dr. Arbaugh is a board-certified psychiatrist with more than 35 years of experience in adult psychiatric evaluation, medication management, and complex diagnostic care.

Dr. Scott Arbaugh earned his medical degree from Saint Louis University School of Medicine and completed his psychiatry residency through Barnes-Jewish Hospital/Washington University.

In addition to his outpatient psychiatric work, Dr. Arbaugh has served in teaching and clinical faculty roles, including as a Voluntary Clinical Instructor in Psychiatry at Washington University. His background also includes leadership in geriatric psychiatric programs connected with hospitals in Alton, Highland, and Breese, Illinois.

Kelsey Kingsborough

PMHNP — Psychiatric Mental Health Nurse Practitioner

Kelsey is a Psychiatric Nurse Practitioner specializing in adult mental health, with a focus on listening carefully and building individualized treatment plans.

Her first appointments are collaborative conversations that review current concerns, medical and psychiatric history, medications, past treatments, therapy recommendations, and personalized goals. Kelsey strongly prefers in-person visits, especially at the start of treatment, with telehealth considered only when clinically appropriate.

Kelsey studied at the University of Missouri–St. Louis and Maryville University, and she also serves as adjunct faculty at Maryville University.
